## توضیحات

چک می‌کنه که آیا special action بازیکن cuffed هست یا نه.

| playerid | ID بازیکنی که باید چک بشه. |

## مقادیر برگشتی

true برمی‌گردونه اگه بازیکن cuffed باشه، وگرنه false.
